Removes the declaration and restores the schedule’s own date and amount. Succeeds as a NO-OP when no mark exists, and applies NO outstanding-occurrence gate, so a mark orphaned by a schedule edit stays removable. The occurrence is passed on the QUERY STRING rather than in a body, because the shared HTTP client sends no body on DELETE. X-Idempotency-Key is HONORED over { bill, occurrence }.
